Michel Bernard Barnier (gebore 9 Januarie 1951) is 'n Franse politikus en voormalige Franse eerste minister. Hy was ook Europese Hoofonderhandelaar vir die Uittrede van die Verenigde Koningkryk uit die Europese Unie sedert Desember 2016.

Hy dien in verskeie Franse regeringsposte, waaronder Minister van Buitelandse Sake van 2004 tot 2005, Minister van Buitelandse Sake vir Europa van 1995 tot 1997, en Minister vir die Omgewing en Lewenswyse van 1993 tot 1995. Hy dien ook op Europese vlak as Europese Kommissaris vir Streeksbeleid (1999-2004) en Europese Kommissaris vir Interne Mark en Dienste (2010-2014); hy was ook Vise-president van die Europese Volksparty van 2010 tot 2015.

Barnier is op 18 Junie 2007 as Minister vir Landbou in die Franse regering aangestel, maar bedank op 7 Junie 2009 na sy verkiesing as Lid van die Europese Parlement (LEP). Hy dien as Europese Kommissaris vir Interne Mark en Dienste onder José Manuel Barroso.

Die Europese Kommissie het hom aangestel as hul Hoofonderhandelaar in beheer van die Voorbereiding en Gedrag van die Onderhandelinge met die Verenigde Koninkryk onder Artikel 50 van die Verdrag op Europese Unie (VEU).[1][2]
