Vicarius (yang menjadi Vikarius dalam bahasa Indonesia) adalah kata bahasa Latin, yang berarti pengganti atau deputi. Ini adalah akar dari kata bahasa Inggris "vicar" atau "pendeta" dalam bahasa Indonesia.

Awalnya, di Romawi kuno, posisi ini setara dengan "vice" dalam bahasa Inggris (atau "wakil" dalam bahasa Indonesia) (seperti dalam "deputi"), yang digunakan sebagai bagian dari nama jabatan bagi berbagai pejabat. Masing-masing vikarius ditugaskan ke seorang pejabat atasan spesifik, dan nama jabatannya umumnya dilengkapi dengan genitif (misalnya vicarius praetoris). Pada tingkat yang rendah dalam masyarakat, budak dari seorang budak, yang mungkin disewakan guna mengumpulkan uang untuk membeli manumisi, adalah servus vicarius.[1]

Nantinya pada 290-an, Kaisar Diocletian melakukan serangkaian reformasi administrasi yang membawa ke periode Dominatus. Reformasi ini juga melibatkan penambahan jumlah provinsi Romawi dan penciptaan tingkat administrasi baru, keuskupan. Keuskupan, yang pada awalnya ada dua belas, mengelompokkan beberapa provinsi yang masing-masing memiliki gubernurnya sendiri. Keuskupandipimpin oleh seorang vikarius atau lebih tepatnya oleh vices agens praefecti praetorio ("deputi prefek praetorian"). Pengecualiannya adalah Keuskupan Timur, yang dipimpin oleh seorang comes ("count" dalam bahasa Inggris). Pada 370 atau 381, Mesir dan Cyrenaica dipisahkan dari Keuskupan Timur dan dibuat satu keuskupan di bawah seorang pejabat yang disebut Prefek Augustal.

Di bagian timur Kekaisaran, yang didominasi oleh bahasa Yunani dan umumnya menggunakan terminologi Yunani, vikarius disebut eksarkat.[2]

Menurut Notitia dignitatum (dokumen chancery kekaisaran pada awal abad ke-5), vikarius memiliki pangkat vir spectabilis. Staf seorang vicarius, officium-nya, mirip dengan officium gubernur. Misalnya, di keuskupan Hispania, stafnya termasuk:

  • Princeps (yaitu kepala staf) dipilih dari kalangan agentes in rebus senior (kurir atau penyidik khusus, 'orang-orang yang berurusan', dari kementerian dalam negeri yang dikepalai oleh pemimpin kantor), dari kelas gaji ducenarii (orang-orang yang menerima 200.000 sesterce per tahun - tingkat gaji reguler tertinggi dalam pegawai negeri sipil Romawi; pejabat tertinggi, gubernur dan di atasnya, bukanlah pegawai negeri sipil).
  • Seorang cornicularius ("kepala staf").
  • Dua orang numerarii (akuntan kepala).
  • Seorang commentariensis ("penjaga komentar", pejabat pembuat catatan harian).
  • Seorang adiutor (ajudan; secara harfiah berarti "pembantu," asisten).
  • Seorang ab actis ("penjaga undang-undang", arsiparis).
  • Seorang cura epistolarum ("kurator korespondensi").
  • Subadiuvae ("asisten deputi") dalam jumlah yang tidak disebutkan.
  • Berbagai exceptores (juru tulis tingkat rendah).
  • Singulares et reliquum officium (berbagai staf tingkat bawah).
