Tweede Inlandsche School atau Sekolah Kelas Dua atau Sekolah Ongko Loro merupakan Sekolah Rakyat atau Sekolah Dasar dengan masa pendidikan selama Tiga Tahun dan tersebar di seluruh pelosok desa. Maksud dari pendidikan ini adalah dalam rangka sekadar memberantas buta huruf dan mampu berhitung. Bahasa pengantar adalah bahasa daerah dengan guru tamatan dari HIK. Bahasa Belanda merupakan mata pelajaran pengetahuan dan bukan sebagai mata pelajaran pokok sebagai bahasa pengantar. Namun setelah tamat sekolah ini murid masih dapat meneruskan pada Schakel School selama 5 tahun yang tamatannya nantinya akan sederajat dengan Hollandse Indische School.
Banyak pemimpin Indonesia dimulai dengan pendidikan ini, misalnya Adam Malik, HAMKA, Suharto, dan lainnya.
Peraturan pendidikan dasar untuk masyarakat pada waktu Hindia Belanda pertama kali dikeluarkan pada tahun 1848, dan disempurnakan pada tahun 1892 di mana pendidikan dasar harus ada pada setiap Karesidenan, Kabupaten, Kawedanaan, atau pusat-pusat kerajinan, perdagangan, atau tempat yang dianggap perlu.[1] Peraturan yang terakhir (1898) diterapkan pada tahun 1901 setelah adanya Politik Etis atau Politik Balas Budi dari Kerajaian Belanda, yang diucapkan pada pidato penobatan Ratu Belanda Wilhelmina pada 17 September 1901, yang intinya ada 3 hal penting: irigrasi, transmigrasi, pendidikan.[2]
