Thesaban (bahasa Thai: เทศบาล, RTGS: thetsaban, pengucapan [tʰêːt.sā.bāːn]) adalah munisipalitas di Thailand. Ada tiga tingkat munisipalitas: kota, kotamadya, dan sub-distrik. Bangkok dan Pattaya adalah entitas kota khusus yang tidak termasuk dalam sistem thesaban.

Munisipalitas memikul beberapa tanggung jawab yang ditugaskan ke distrik (amphoe) atau komune (tambon) untuk area non-munisipal (pedesaan). Secara historis, devolusi kekuasaan pemerintah pusat ini tumbuh dari distrik sanitasi Sukhaphiban (ุสุขาภิบาล) yang pertama kali diciptakan di Bangkok oleh dekrit kerajaan Raja Chulalongkorn pada tahun 1897.

Sistem thesaban dibuat dalam Undang-Undang Organisasi Thesaban tahun 1934 (bahasa Thai: พระราชบัญญัติจัดระเบียบเทศบาล พุทธศักราช ๒๔๗๖),^[1] dan telah diperbarui beberapa kali sejak, dimulai dengan Undang-Undang Thesaban tahun 1939 (bahasa Thai: พระราชบัญญัติเทศบาล พุทธศักราช ๒๔๘๑),^[2] yang digantikan oleh Undang-Undang Thesaban tahun 1953.^[3] Undang-undang 1953 terakhir diubah oleh Undang-Undang Thesaban (No. 12) tahun 2003.^[4]
