Skandal Tampa

Pada bulan Agustus 2001, Pemerintah Howard dari Australia menolak izin untuk kapal barang Norwegia MV Tampa, membawa 438 pengungsi diselamatkan (terutama Hazara dari Afghanistan dari sebuah kapal nelayan tertekan di perairan internasional) memasuki perairan Australia.^[1] Hal ini memicu kontroversi politik Australia dalam memimpin hingga pemilihan federal, dan perselisihan diplomatik antara Australia dan Norwegia.

Ketika Tampa memasuki air Australia, Perdana Menteri memerintahkan kapal ditumpangi oleh pasukan khusus Australia. Hal ini membawa kecaman dari pemerintah Norwegia, yang mengatakan pemerintah Australia gagal memenuhi kewajibannya kepada pelaut tertekan di bawah hukum internasional di PBB.^[2] Dalam beberapa hari pemerintah memperkenalkan Border Protection Bill^[3] ke DPR mengatakan akan mengkonfirmasi kedaulatan Australia untuk "menentukan siapa yang akan masuk dan tinggal di Australia". Pemerintah memperkenalkan apa yang disebut "Solusi Pasifik", dimana para pencari suaka dibawa ke Nauru mana status pengungsi mereka dianggap, bukan di Australia.
