Menurut hukum internasional, protektorat, wilayah naungan, atau wilayah lindungan adalah negara atau wilayah yang dikontrol, bukan dimiliki, oleh negara lain yang lebih kuat. Sebuah protektorat biasanya berstatus otonomi dan berwenang mengurus masalah dalam negeri. Pemimpin pribumi biasanya diperbolehkan untuk memegang jabatan kepala negara, walaupun hanya sebatas nominal saja. Negara pengontrol mengurus hubungan luar negeri dan pertahanan protektoratnya, seperti yang tertulis dalam perjanjian. Singkat kata, protektorat merupakan salah satu jenis wilayah dependensi.
Utrecth dalam bukunya mengatakan bahwa protektorat adalah suatu negara yang dilindungi, kata protektorat berasal dari to protect (bahasa inggris = melidungi) oleh suatu negara lain yang lebih kuat. Negara yang disebut terahir ini menjadi pelindungnya. Biasanya perhubungan dengan luar negeri dari protektorat itu serta soal-soal pertahanannya, berdasarkan suatu perwujudan yang diserahkan kepada pemerintah pelindung. Pada hakekatnya negara yang dilindungi tidak dapat dianggap sebagai bentuk negara yang merdeka.[1]
