Pimpinan Pemerintahan Civil (PPC) adalah pimpinan sementara pemerintahan di Kalimantan Selatan dan sekitarnya ketika pemerintahan Hindia Belanda di daerah ini mulai vacum menjelang kedatangan Tentara Jepang pada bulan Februari tahun 1942.
Dengan persetujuan wali kota Banjarmasin, H. Mulder, orang-orang Indonesia di Banjarmasin membentuk Pemerintahan Sementara yang disebut PPC (Pimpinan Pemerintahan Civil). Kepalanya adalah ahli hukum Mr. Roesbandi.
Sejak 11 Februari 1942 Ketua PPC mencoba mengadakan kontak dengan tentara Jepang. Pimpinan Tentara Jepang meminta agar PPC berjalan dahulu, agar ketenteraman dan ketertiban dapat dipelihara kembali, sambil menunggu kedatangan induk pasukan Jepang di Banjarmasin.
Tanggal 12 Februari 1942, induk pasukan telah tiba di Banjarmasin dan perundingan dengan PPC diadakan. Jepang meminta agar segera dibentuk Pimpinan Pemerintahan Civil Sementara, yang anggota-anggotanya terdiri dari orang Indonesia, bukan hanya untuk kota Banjarmasin, tetapi untuk seluruh daerah.
Pada tanggal 12 Februari 1942 Japanese Army Command mengeluarkan maklumat, bahwa kota Banjarmasin dan daerahnya diserahkan pada pemerintahan PPC yang beranggotakan:
PPC berkantor di bekas Kantor gubernur Haga, gubernur Borneo dahulu.
Pencabutan maklumat tanggal 12 Februari 1942 yang menyerahkan Pemerintahan kepada PPC. Selanjutnya diangkat ridzie, penguasa penuh dan tertinggi Pemerintah Sipil untuk wilayah ini yaitu Pangeran Musa Ardi Kesuma.
