Karena perng berkelnjutan antara Spanyol dan bangsa Moro, wilayah di dalam dan di sekitaran Laut Sulu menjadi dipenuhi perompakan sampai awal abad ke-20. Para perompak tidak ada hubungannya dengan pasukan angkatan laut atau privateer dari berbagai suku Moro. Namun, beberapa perompak beroperasi dibawah naungan pemerintah pada masa perang[1][2]
