Peraturan Deklarasi Hak-Hak Hong Kong yang sering disebut sebagai Deklarasi Hak-Hak Hong Kong Bill adalah Pasal 383 Hukum Hong Kong yang menerapkan Kovenan Internasional tentang Hak Sipil dan Politik sehingga tergabung dalam hukum Hong Kong. Deklarasi hak-hak ini menggantikan undang-undang yang bertentangan untuk melindungi hak asasi manusia.

Deklarasi hak-hak ini dikembangkan pada tahun 1990 yang disahkan oleh Dewan Legislatif Hong Kong pada bulan Juni 1991 dan disahkan pada 8 Juni 1991. Deklarasi hak-hak ini berisi 14 bagian. Pasal 3 menyatakan bahwa semua hukum sebelumnya yang diidentifikasi bertentangan dengan Kovenan Internasional tentang Hak Sipil dan Politik harus dicabut; hal ini memengaruhi beberapa ketentuan Peraturan Ketertiban Umum.
