Konsesi Tiongkok di Incheon[1] adalah salah satu konsesi Dinasti Qing Tiongkok di Joseon Korea.[2][3] Konsensi ini berlangsung dari tahun 1884 hingga 1895 di Incheon, yang sekarang merupakan sebuah kota di Korea Selatan.[4][5] Meskipun konsesi tersebut secara resmi dihapuskan pada tahun 1898 setelah kekalahan Tiongkok dalam Perang Tiongkok-Jepang Pertama, konsesi tersebut berkembang menjadi Pecinan Incheon seperti sekarang ini.[6]

Sejarah

Pada tahun 1882, Insiden Imo terjadi di Dinasti Joseon, Korea,[7] dan Tiongkok Qing, yang menganggap Korea sebagai negara pembayar upetinya, mengirim pasukan untuk menekannya.[8] Tiongkok dan Korea menandatangani Perjanjian Tiongkok–Korea 1882 pada bulan Oktober 1882, yang menetapkan bahwa Korea merupakan sebuah wilayah dependensi Tiongkok dan memberikan hak kepada para pedagang Tiongkok untuk menjalankan bisnis melalui darat dan laut secara bebas di dalam perbatasan Korea serta hak istimewa ekstrateritorialitas sepihak Tiongkok dalam kasus perdata dan pidana.[9]

Pada tahun 1884, Tiongkok dan Korea menandatangani "Piagam Konsesi Pedagang Tiongkok Incheon". Piagam tersebut mencakup 11 klausul dan 3 klausul tambahan, yang menetapkan bahwa Tiongkok Qing memperoleh 1,8 hektare lahan konsesi dan 0,7 hektare lahan komersial di Incheon. Korea akan menanggung biaya pembangunan jalan, saluran pembuangan, jembatan, rumah, dan fasilitas dermaga di konsesi Tiongkok. Pada saat yang sama, Korea juga akan menyediakan fasilitas perumahan. Ketentuan terperinci dibuat tentang klasifikasi lahan dan lahan komersial, pemungutan harga tanah, pajak tahunan, tanah pemakaman pedagang Tiongkok, dan tanah pertanian.

Setelah Tiongkok dan Korea menandatangani "Piagam Konsesi Pedagang Tiongkok Incheon", Jepang juga mengajukan permintaan yang sama kepada Korea dan memperoleh konsesi di Incheon. Negara-negara seperti Britania Raya, Prancis, Rusia, Jerman, dan negara-negara lain telah memperoleh konsesi bersama dan tanah komersial, serta membentuk Dewan Kota sebagai badan pengatur konsesi tersebut. Pada tahun 1885, Jepang dan Tiongkok menandatangani Konvensi Tientsin dan menarik tentara mereka dari Korea, berjanji untuk saling memberi informasi sebelum mengerahkan pasukan ke negara tersebut di masa mendatang. Tiongkok menjadi kekuatan dominan di Korea.[3]
