Kantor Perserikatan Bangsa-Bangsa Urusan Obat-obatan dan Kejahatan (Inggris: United Nations Office on Drugs and Crime, UNODC; Prancis: Office des Nations unies contre la drogue et le crime, ONUDC) adalah sebuah kantor Perserikatan Bangsa-Bangsa yang dibentuk pada tahun 1997 sebagai kantor yang mengurusi kontrol obat-obatan (terutama narkoba) dan pencegahan kejahatan, yang mengkombinasikan Program Pengendalian Obat-obatan Internasional Perserikatan Bangsa-Bangsa (UNDCP) dan Divisi Keadilan Kriminal dan Pencegahan Kejahatan. Kantor ini adalah anggota dari Kelompok Pembangunan Perserikatan Bangsa-Bangsa dan diberikan nama Kantor PBB Urusan Obat-obatan dan Kejahatan pada tahun 2002.[1]
Kantor PBB Urusan Obat-obatan dan Kejahatan dibentuk untuk membantu PBB dalam memecahkan masalah perdagangan dan penggunaan ilegal narkoba, pencegahan kejahatan dan keadilan kriminal, terorisme internasional dan korupsi politik, secara komprehensif dan terkoordinasi. Tujuan-tujuan ini dicapai melalui tiga fungsi utama, yaitu penelitian, kebijakan dan dukungan bagi pemerintah dalam pengadopsian dan implementasi protokol, traktat dan konvensi terkait, serta pemberian bantuan teknis dan finansial untuk membantu pemerintah negara-negara anggota dalam menyelesaikan permasalahan obat-obatan dan kejahatan.
Beberapa tema besar kinerja Kantor PBB Urusan Obat-obatan dan Kejahatan termasuk pembangunan alternatif, korupsi, keadilan kriminal, pencegahan kejahatan dan reformasi penjara, pencegahan penyalahgunaan narkoba, pemulihan, HIV dan AIDS, perdagangan manusia dan penyelundupan imigran, pencucian uang, kejahatan terorganisasi, pembajakan, dan pencegahan terorisme.[2]
Laporan Narkoba Dunia adalah publikasi tahunan yang diluncurkan oleh Kantor PBB Urusan Narkoba dan Kejahatan yang menyediakan analisis komprehensif pada permasalahan obat-obatan terlarang di dunia. Laporan ini menyediakan informasi dan estimasi pada tren produksi, perdagangan dan penggunaan opium, kokain, kanabis dan stimulan tipe amfetamin. Laporan yang berdasar pada data yang dikumpulkan dan dipersiapkan oleh pemerintah negara-negara anggota PBB, Kantor PBB Urusan Narkoba dan Kejahatan, serta institusi internasional lainnya, berusaha untuk mengidentifikasi tren evolusi pasar perdagangan narkoba internasional.[3]
Melalui laporan ini, Kantor PBB Urusan Narkoba dan Kejahatan bertujuan untuk meningkatkan pengertian negara-negara anggota PBB tentang tren perdagangan obat-obatan terlarang dan meningkatkan kepedulian mereka untuk membangun sistem data kolektif berkaitan dengan narkoba.
