Frans Soemarta Mendur (16 April 1913 – 24 April 1971) adalah salah satu dari para fotografer yang mengabadikan detik-detik proklamasi kemerdekaan Republik Indonesia 17 Agustus 1945. Bersama saudara kandungnya, Alex Mendur, mereka turut mengabadikan peristiwa bersejarah ini.[1] Frans Mendur bersama Alex Mendur, Justus Umbas, Frans "Nyong" Umbas, Alex Mamusung dan Oscar Ganda, kemudian mendirikan IPPHOS (Indonesia Press Photo Service) pada 2 Oktober 1946.
Frans adalah anak keempat dari sebelas anak Agustus Mendur dan Ariantje Mononimbar.[2]
Frans adalah seorang fotografer jurnalistik Indonesia yang foto-foto Proklamasi Kemerdekaan Indonesia adalah satu-satunya foto yang diterbitkan dari acara bersejarah tersebut.[3] Dia juga memotret foto ikonik lainnya yang merekam perjuangan bangsa muda.
Frans bekerja di surat kabar Asia Raya ketika ia mendengar bahwa proklamasi akan diumumkan oleh Sukarno di rumahnya di Jalan Pegangsaan Timur No. 56.[4] Setelah kemerdekaan, Frans bekerja sebentar di surat kabar Merdeka.[5]
Frans bersama saudara lelakinya, Alex, menerima Bintang Jasa Utama pada 9 November 2009 untuk peran jurnalistik foto mereka pada awal republik.[6] Tahun berikutnya, mereka menerima Bintang Mahaputera Nararya pada 12 November 2010.[7] Sebuah monumen untuk menghormati mereka di kampung halaman mereka di Kawangkoan didedikasikan oleh Presiden Susilo Bambang Yudhoyono pada 11 Februari 2013.[8]
