Fener merupakan suatu lingkungan pemukiman di pertengahan atas Tanduk Emas di Distrik Fatih, Istanbul di Istanbul, Turki. Jalan-jalan di daerah ini dipenuhi berbagai bangunan bersejarah seperti sinagoge, gereja, dan rumah besar (mansion) dari kayu yang berasal dari era Bizantium dan Kesultanan Utsmaniyah (Ottoman). Rumah-rumah besar dari kayu ini antara poros utama dan penopangnya banyak menggunakan kayu impor dari daerah Laut Hitam atau Pontus. Fasad-fasadnya yang indah kebanyakan dihancurkan karena pelebaran jalan pada tahun 1930-an dan setelahnya. Nama kawasan ini merupakan suatu transliterasi dalam bahasa Turki dari nama aslinya dalam bahasa Yunani Bizantium φανάριον (sebuah lentera pencahayaan, sebuah lampu jalan, sebuah tiang/tempat lampu dengan sebuah lentera cahaya - dari φανός: sebuah lentera pencahayaan; sinonimnya πυρσός: obor penerang, φάρος: sinyal pandu, mercusuar) (Klasik: phanárion, Modern: fanári, "lentera").[1] Sebutan ini merujuk pada sebuah tiang yang bagian atasnya terdapat sebuah lentera yang berdiri di sana pada era Bizantium —digunakan sebagai penerangan publik, maritim, dan/atau tujuan lainnya (misalnya pelacak lokasi atau sinyal suar).

Setelah Kejatuhan Konstantinopel pada tahun 1453, Distrik Fener menjadi hunian bagi banyak orang Yunani di kota ini. Patriarkat Konstantinopel pindah ke daerah ini juga dan sampai sekarang masih terletak di sini. Alhasil "Phanar(i)" (ejaan tradisional) sering digunakan sebagai singkatan untuk Patriarkat Ekumenis.
