Empat Kebebasan (Inggris: Four freedoms) adalah pidato yang dibacakan Franklin D. Roosevelt di Depan Dewan Perwakilan Rakyat Amerika Serikat pada 6 Januari 1941.[1] Pidato tersebut menganjurkan agar setiap manusia dijamin negara dalam empat kebebasan, yaitu kebebasan mengeluarkan pendapat, kebebasan beribadah kepada Tuhan dengan cara masing-masing, hak untuk bebas dari kekurangan dan kemiskinan serta kebebasan dari ketakutan.[1] Ide-ide yang tercantum dalam pidato tersebut adalah prinsip-prinsip dasar yang berkembang menjadi Piagam Atlantik yang dinyatakan oleh Winston Churchill dan Franklin D. Roosevelt pada Agustus 1941, Deklarasi PBB pada tanggal 1 Januari 1942 dan Deklarasi Universal Hak Asasi Manusia yang diadopsi oleh PBB pada tahun 1948.[2]
Dalam membuat pidato empat kebebasan, Franklin D. Roosevelt dibantu oleh penasihatnya Harry L. Hopkins, Samuel I. Rosenman dan Robert Sherwood.[2] Mereka membantu dalam mempersiapkan draft awal.[2] Selain itu, Adolf A. Berle dan Benjamin V. Cohen dari Departemen Luar Negeri juga memberikan masukan terkait isi pidato.[2]
