Efek Ferguson adalah teori yang menyatakan bahwa ketidakpercayaan masyarakat Amerika Serikat terhadap polisi semakin naik semenjak penembakan Michael Brown tahun 2014 menyebabkan tingkat kejahatan (atau tingkat pembunuhan) di kota-kota besar di AS semakin naik. Teori ini dicetuskan oleh Doyle Sam Dotson, kepala polisi Departemen Polisi St. Louis, semenjak munculnya kerusuhan Ferguson.^[1] Data menunjukkan bahwa kriminalitas kekerasan meningkat lebih pesat di kota-kota yang memiliki perhatian lebih terhadap kekerasan polisi di AS.^[2]

Istilah ini dicetuskan oleh Doyle Dotson pada sebuah kolom di surat kabar St. Louis Post-Dispatch pada tahun 2014.^[3] Doyle mengatakan bahwa sejak kerusuhan Ferguson yang disebabkan oleh penembakan Michael Brown, maka opsir polisinya semakin ragu-ragu untuk bertindak, karena takut dituntut, dan bahwa akibatnya elemen-elemen kriminal di masyarakat merasa mendapat angin.^[1]

Istilah ini menjadi populer ketika Heather MacDonald menggunakannya pada tanggal 29 Mei 2015 di bagian op-ed Wall Street Journal.^[4] Kolomnya menyatakan bahwa kenaikan tingkat kejahatan di AS disebabkan karena pergolakan terhadap kesatuan polisi.^[5] Ia menyatakan bahwa jika penjelek-jelekan polisi tidak berakhir, moral polisi akan semakin turun.^[1] I

Mayor Chicago, Rahm Emanuel, menyatakan bahwa reaksi keras terhadap kekejaman polisi telah membuat polisi semakin tidak mau bertanggung jawab, yang pada gilirannya membuat tingkat kejahatan meningkat.^[6]

James Comey, Direktur FBI pada 2016 menyatakan bahwa tingkat pembunuhan yang meningkat di AS disebabkan oleh efek video viral. Ia mencontohkan kota Chicago, yang tingkat pembunuhannya naik 54% dan penembakan naik 70%.^[7]^[8]^[9]

Pada bulan 2016, efek Ferguson dikutip di dalam kasus seorang polisi wanita Chicago yang dipukuli oleh tersangka, tapi tidak mau mengeluarkan pistolnya, karena takut akan sorotan media massa jika ia menembak tersangka tersebut.^[10]

Riset yang mendukung

Asosiasi Kepala Polisi Kota Besar AS mengompilasi data dari 53 kota menunjukkan kenaikan tingkat kejahatan, pembunuhan, perampokan, penembakan.^[11]
Sebuah studi di Universitas Missouri menemukan bahwa ada kenaikan 16,8% pembunuhan di 56 kota besar di AS,^[12]^[13]

dan memeriksa bahwa efek Ferguson mungkin merupakan satu dari 3 penyebabnya, yang memerlukan riset lebih lanjut.^[14]

Sebuah studi yang dipublikasikan di Journal of Criminal Justice menemukan bahwa polisi yang atasannya lebih adil, cenderung lebih sedikit merasa terancam, tidak termotivasi, atau berpikir negatif terhadap masyarakat sipil.^[15]
