Alaska Mental Health Enabling Act tahun 1956 (Hukum Publik 84-830) adalah Undang-undang Kongres yang disahkan untuk meningkatkan pelayanan kesehatan mental di wilayah Alaska Amerika Serikat. Ini menjadi fokus kontroversi politik besar ^[1] setelah lawan menjulukinya "Tagihan Siberia " dan mencelanya sebagai bagian dari plot komunis untuk dirawat di rumah sakit dan mencuci otak orang Amerika. Para juru kampanye menegaskan bahwa itu adalah bagian dari konspirasi Yahudi, Katolik Roma atau psikiater internasional yang dimaksudkan untuk mendirikan kamp konsentrasi yang dikelola PBB di Amerika Serikat.

Undang-undang dalam bentuk aslinya disponsori oleh Partai Demokrat, tetapi setelah mendapat tentangan, undang-undang tersebut diselamatkan oleh Senator Partai Republik yang konservatif, Barry Goldwater . Di bawah sponsor Goldwater, versi undang-undang tanpa ketentuan komitmen yang menjadi sasaran perlawanan sengit dari berbagai sayap kanan dan anti-Komunis disahkan oleh Senat Amerika Serikat.^[2] Kontroversi masih memainkan peran penting dalam akun Gereja Scientology kampanye melawan psikiatri.

Undang-undang tersebut berhasil dalam tujuan awalnya untuk membangun sistem pelayanan kesehatan mental untuk Alaska, yang didanai oleh pendapatan dari tanah yang dialokasikan untuk perwalian kesehatan mental. Namun, selama tahun 1970-an dan awal 1980-an, politisi Alaska secara sistematis melucuti kepercayaan atas tanahnya, mengalihkan tanah yang paling berharga kepada individu swasta dan lembaga negara. Penghapusan aset akhirnya diputuskan menjadi ilegal setelah beberapa tahun litigasi, dan kepercayaan kesehatan mental yang dibentuk kembali didirikan pada pertengahan 1980-an.
